RFP 198F-24 Midlife Overhaul of 60 New Flyer Forty Foot CNG Buses

Background
The Massachusetts Bay Transportation Authority (MBTA) is seeking proposals from qualified contractors to perform a midlife overhaul of sixty (60) New Flyer XN40 forty-foot low floor buses, purchased in 2016-2017. These buses are primarily constructed with a stainless-steel structure and utilize Compressed Natural Gas (CNG) propulsion. The goal of this contract is to ensure that the buses meet the requirements outlined in Technical Specification VE24-057, enhancing their operational efficiency and reliability.

Work Details
The contractor will be responsible for the following tasks:
1. Overhauling sixty (60) New Flyer XN40 forty-foot CNG buses, including providing new/improved system and component training, manuals, special tools, and associated materials and services.

2. Major project milestones include:
- Delivery of the Pilot Bus within 22 weeks from Notice to Proceed.
- Delivery of Serial Production Buses Nos. 2 – 60 commencing no later than 24 weeks from Notice to Proceed at an average rate of 1.5 buses per week.
- All deliverables must comply with the schedule in Technical Specification VE24-057 Section 2.7.

3. Optional work scope items may include:
- Option 1: Extended warranty for Cummins ISLG engines for five years or 200,000 miles.
- Option 2: Full HVAC replacement with a new Thermo King unit.
- Option 3: Installation of Mobileye Shield+ V4 Advanced Driver Assistance System (ADAS).
- Options 4 and 5 allow for the overhaul of up to an additional sixty (60) or fifty-five (55) CNG buses respectively.

Period of Performance
The contract performance period begins upon issuance of the Notice to Proceed and includes specific timelines for pilot bus delivery within 22 weeks and serial production bus deliveries commencing no later than 24 weeks from that notice.

Place of Performance
The work will be performed at the MBTA's designated facilities as specified in the contract documents.
