RFP 197F-24 Overhaul of 40 HSP46 Locomotives

Background
The Massachusetts Bay Transportation Authority (MBTA) is seeking proposals for the comprehensive midlife overhaul of its fleet of 40 HSP46 Diesel-Electric Locomotives. These locomotives, delivered in 2013, are experiencing reliability challenges due to known issues, premature component failures, and material degradation. The goal of this contract is to address these reliability issues and extend the service life of the locomotives by 15 years while reducing life-cycle maintenance costs.

Work Details
The contractor will perform a midlife overhaul as per Technical Specification VE-23-055, which includes:
1. Addressing water/moisture ingress issues that have caused equipment failures.
2. Evaluating engine package and muffler failures linked to excessive vibrations.
3. Investigating longitudinal cracks in fuel tanks and fill defects.
4. Conducting a root cause analysis for premature turbo failures.
5. Implementing mechanical fastening designs for exterior paneling instead of adhesive bonding.

The project will start with a Pilot Program phase involving two locomotives, followed by a full-scale overhaul of the remaining fleet based on pilot findings. The contractor must ensure compliance with MBTA safety and FRA/CFR regulatory requirements throughout the process.

Period of Performance
The overhaul process will commence upon Notice to Proceed (NTP), with major milestones including:
- Approval of modifications within 180 days,
- Delivery of pilot locomotives within 600 days,
- Production deliveries starting 90 days after pilot acceptance at a rate of one to three locomotives per month.

Place of Performance
The designated point of delivery for the overhauled locomotives is the Authority-approved Locomotive Commissioning location at 45 Kings Highway, West Wareham, MA 02576.
