RFP: 170-25 Parking reservation system

Background
The Massachusetts Bay Transportation Authority (MBTA), a corporate and political subdivision of the Commonwealth of Massachusetts, is seeking proposals for the implementation and operation of a Parking Reservation Platform/Engine. This initiative aims to enhance rider experience, improve operational efficiency, and optimize revenue across MBTA-operated parking facilities.

The MBTA operates 109 parking facilities that support a multimodal network serving over one million daily riders across various transportation services.

Work Details
The contractor will design, implement, and operate a reservation system covering the MBTA’s 109 parking facilities. The system must enable advance booking of vehicle parking spaces and provide a reliable, secure, and scalable experience across web and mobile channels.

Key functional requirements include:
- Customers must be able to search, reserve, and pay for parking via mobile application and responsive website.
- Dynamic pricing, availability alerts, and real-time inventory updates must be provided.
- Mobile-first features such as geofencing, QR/digital credential entry, and license-plate-based permits are required.
- Integration with existing MBTA systems including Genetec AutoVu for License Plate Recognition (LPR), Gtechna Citation Management Engine for enforcement checks, Offstreet Inc. for digital validations, and PayByPhone for payment processing is mandatory.

Deliverables include system development & integration, pilot implementation & testing at selected facilities, user experience support, reporting & analytics capabilities, and management plans addressing data security/privacy.

Period of Performance
The contract will commence with a pilot period of up to six (6) months. At the MBTA’s discretion, it may include up to two (2) additional renewal terms of two (2) years each based on pilot performance.

Place of Performance
The services will be performed at various MBTA-operated parking facilities across Massachusetts.

Bidder Requirements
Bidders must demonstrate prior success in deploying parking reservation solutions at scale within public transit or municipal sectors. They are required to comply with the MBTA's Supplier Diversity Office's recognized certifications including M/WBE and SDVOSB among others. Bidders must also provide proof of insurance as outlined in the Minimum Insurance Requirements document attached to the solicitation.
