Resurfacing of Various Roads

Background
The Town of Northbridge, Massachusetts, through its Department of Public Works, is issuing an Invitation for Bid No. 25-002 for the resurfacing of various streets. This project aims to improve the road infrastructure within the town, ensuring safer and more efficient transportation for residents and visitors.

The contract will be awarded based on the lowest responsible bid, adhering to Massachusetts General Laws Chapter 30 §39M.

Work Details
The contractor will be responsible for providing all labor, equipment, and materials necessary to complete the following tasks:

1) Reclaiming asphalt street pavements using a rotary reclaimer with fine grading and vibratory compaction blended with calcium;
2) Cold planing of streets;
3) Rebuilding structures as needed;
4) Lowering and plating manholes or catch basins for reclamation work;
5) Adjusting catch basins/manholes to grade (0 to 12 inches);
6) Lowering and plating water gate boxes for reclamation work;
7) Adjusting water gate boxes to grade post-reclamation;
8) Loading and trucking cold excess pavement reclamation materials;
9) Laying hot mix asphalt in specified areas;
10) Sealing longitudinal joints;
11) Providing police services for traffic control during construction.

Period of Performance
The performance period for this contract is ninety (90) calendar days from the date of receipt of written Notice to Proceed. The contractor must start work within thirty (30) calendar days from this notice.

Place of Performance
The work will be performed on various streets within the Town of Northbridge, Massachusetts.

Bidder Requirements
Bidders must be prequalified by MassDOT in the specified class of work with a single contract limit greater than or equal to the project value. Bids must include a bid bond of five percent of the total bid amount.

Contractors are required to comply with prevailing wage laws and provide proof of OSHA training certification for all employees. Additionally, bidders must submit an affidavit certifying compliance with tax laws and a certificate of non-collusion.
