Requests for Proposals for Bus Advertising Services

Background
The Lowell Regional Transit Authority (LRTA) is a political subdivision of the Commonwealth of Massachusetts, established in May 1974. The LRTA provides essential public transportation services, including fixed route bus service and demand-responsive ADA service to various communities. This Request for Proposals (RFP) invites qualified firms to submit proposals for Bus Advertising Services, aimed at enhancing revenue through advertising on the LRTA's bus fleet.

Work Details
The selected contractor will be responsible for advertising sales on a fleet of 50 to 54 transit buses. This includes:
1. Selling exterior ads using direct application techniques (no bus frames).
2. Selling interior ads with specified dimensions:
- Exterior Street Side: 28"H x 144"W
- Exterior Curb Side: 28"H x 88"W
- Exterior Rear: 21"H x 67"W
- Interior: 11"H x 28"W
3. Implementing a community relations program that may include donations or discounts for community purposes.
4. Submitting a compensation plan detailing the percentage of gross advertising income to be remitted to the LRTA.

Period of Performance
The contract will commence on July 1, 2025, with an initial term of three years, and may be extended for one or two additional years at the LRTA's discretion.

Place of Performance
Services will be performed in Lowell, Massachusetts, specifically involving the LRTA's bus fleet operating from the Gallagher Intermodal Transportation Center (GITC).

Bidder Requirements
Bidders must demonstrate a minimum of five years of experience in bus advertising sales and application programs. Proposals must include all required forms and certifications as outlined in the RFP. Additionally, bidders are encouraged to comply with Disadvantaged Business Enterprise (DBE) requirements and must not discriminate based on race, color, national origin, or sex.
