Requests for Proposals for Bus Advertising Services

Background
The Lowell Regional Transit Authority (LRTA) is a political subdivision of the Commonwealth of Massachusetts, established in May 1974. The LRTA provides core fixed route bus services to several communities and assists the Massachusetts Bay Transportation Authority (MBTA) commuter rail system. The agency aims to enhance public transportation services and improve community engagement through advertising. This solicitation invites qualified firms to submit proposals for Bus Advertising Services, allowing the LRTA to generate revenue through advertising on its bus fleet.

Work Details
The selected contractor will be responsible for advertising sales on a fleet of 50 to 54 transit buses operated by the LRTA. The scope includes:
- Selling exterior ads using a direct application technique (no bus frames available).
- Selling interior ads with specified dimensions:
- Exterior Ads: Street Side (28"H x 144"W), Curb Side (28"H x 88"W), Rear (21"H x 67"W)
- Interior Ads: (11"H x 28"W)
- Implementing a community relations program that may include donations of ad space or discounts for community purposes.
- Submitting a proposed compensation plan detailing the percentage of gross advertising income to be remitted to the LRTA.
- Future opportunities for additional onsite advertising at the Gallagher Intermodal Transportation Center may arise, subject to LRTA approval.

Period of Performance
The contract will commence on July 1, 2025, and will have a base term of three years, with an option for renewal for one or two additional years based on mutual agreement.

Place of Performance
The services will be performed primarily within the Lowell Regional Transit Authority's service area in Massachusetts, specifically utilizing buses based at the Gallagher Intermodal Transportation Center located at 115 Thorndike Street, Lowell, MA.

Bidder Requirements
Bidders must demonstrate a minimum of five years of experience in bus advertising sales and application programs. They must also submit all required forms, certifications, and attestations as part of their proposal. Additionally, compliance with Title VI of the Civil Rights Act of 1964 and Equal Employment Opportunity requirements is mandatory. Disadvantaged Business Enterprises (DBE) are encouraged to participate without discrimination based on race, color, sex, or national origin.
