Background
The Massachusetts Technology Collaborative (MassTech) is an independent public instrumentality of the Commonwealth of Massachusetts, established to foster the growth of the state's innovation economy.
MassTech aims to bring together leaders from various sectors to advance technology-focused solutions that promote economic growth, job creation, and public benefits. This Request for Proposals (RFP No. 2026-GA-04) seeks qualified vendors with experience in Drupal 10 coding development on multi-domain sites to provide ongoing web development and maintenance services.
Work Details
The selected vendor will provide ongoing Drupal Web Development and Maintenance Services, including but not limited to:
- Addressing specific website technical issues such as user interface errors and problems with Drupal code;
- Resolving 'hot-fix' website issues within 24 hours;
- Providing alternative solutions with estimates on required effort;
- Building new page design templates and content types;
- Integrating third-party web applications;
- Enhancing existing web features, modules, and tools;
- Collaborating with MassTech’s marketing, communications, and IT staff;
- Documenting new web-based features and modules;
- Supporting Drupal functionality created by MassTech or third-party vendors;
- Creating a team learning environment for knowledge transfer;
- Offering Search Engine Optimization techniques; and
- Identifying areas for accessibility improvements.
Period of Performance
The initial contract term is for one year, with an option to extend for up to two additional years based on satisfactory performance.
Place of Performance
Services will be performed primarily at the Massachusetts Technology Collaborative's location in Westborough, MA, but may also involve remote work as necessary.
Bidder Requirements
Respondents must demonstrate expertise in developing and maintaining Drupal open-source content management platforms in a multi-site environment. Preference will be given to vendors with a strong background in working with nonprofit organizations. An Acquia-certified developer is preferred. Respondents should also provide evidence of their qualifications, including references for similar work, compliance with corporate filing requirements and state tax laws, and a commitment to delivering high levels of customer service.
