Request for Owner's Project Management Services - Neary School

Background
The Town of Northborough is seeking the services of a qualified Owner's Project Manager (OPM) to provide Project Management Services for the design, construction, addition to, and/or renovation of the Marguerite E. Peaslee Elementary School in Northborough, Massachusetts.

The project aims to address urgent renovation needs for a facility constructed in 1962, which has been identified as a priority for renovation by the Northborough Public School District. The estimated total project costs may range from $40 million to $120 million depending on the approved solution.

Work Details
The OPM will represent the Owner during the feasibility study and schematic design phases initially. The contract may be amended to include continued Project Management Services through design development, construction documents, bid and award, construction, and final closeout.

Specific services include: conducting a feasibility study to identify potential solutions for renovation or new construction; managing project phases including feasibility study/schematic design (20-24 months), design development/construction documents/bidding (10-12 months), and construction phase (24-36 months); ensuring compliance with Massachusetts School Building Authority (MSBA) requirements; and facilitating communication between stakeholders.

Period of Performance
The total duration of the contract is estimated at 54-72 months, divided into three main phases: 20-24 months for feasibility study/schematic design, 10-12 months for design development/construction documents/bidding, and 24-36 months for construction.

Place of Performance
The contract will be performed at the Marguerite E. Peaslee Elementary School located at 31 Maple Street, Northborough, MA 01532.

Bidder Requirements
Respondents must designate an individual as Project Director who is certified in the Massachusetts Certified Public Purchasing Officer Program (MCPPO) and has either five years of experience as a registered architect or professional engineer or seven years of experience in public building construction supervision if not registered.

Respondents must demonstrate significant experience with public construction projects involving K-12 schools in Massachusetts.
