Background
The Lynnfield Water District is seeking proposals for the Water Meter Replacement Program. The goal of this project is to enhance meter-reading accuracy and operational efficiency while maintaining low annual operating costs. The contract aims to provide a fully functional Automated Meter Reading (AMR) system that includes the supply of water meters and associated equipment, as well as professional services for training and integration with existing billing systems.
Work Details
The project involves furnishing approximately 1,490 water meters of various sizes (5/8-inch, 1-inch, 1-1/2-inch, 2-inch, and 3-inch), encoder registers, radio frequency (RF) modules, data collection hardware, head end software, and necessary training on the software/hardware.
Specific quantities include:
- 1,415 units of 5/8-inch water meters with encoder registers and RF modules;
- 29 units of 1-inch water meters;
- 26 units of 1-1/2-inch water meters;
- 17 units of 2-inch water meters;
- 3 units of 3-inch water meters.
Additionally, the proposal must include a lump sum for AMR system hardware/software integration and training.
Period of Performance
The contract work is expected to commence on or before a date specified in the written agreement and must be fully completed by May 31, 2027.
Place of Performance
The work will be performed at locations specified by the Lynnfield Water District in Massachusetts.
Bidder Requirements
Proposers must comply with MGL Chapter 30B procurement laws. A payment bond is required equal to at least one hundred percent (100%) of the total contract price. Insurance coverage must include:
- General liability ($1 million per occurrence);
- Automobile liability ($1 million per accident);
- Workers’ compensation insurance ($100,000);
- Umbrella liability ($2 million).
Proposers must also certify compliance with all applicable federal and state laws regarding employment practices.
