Rail: East Deerfield Yard Intermodal Project - Federal

Background
The Massachusetts Department of Transportation (MassDOT), through its Rail and Transit Division, is issuing this solicitation for the East Deerfield Yard Intermodal Project. This project is part of the FY 2025 Capital Improvement Program and is funded in part by a Federal Highway Administration grant. The goal of the project is to improve intermodal rail operations at the East Deerfield Yard, enhancing efficiency and safety in freight transport.

Work Details
The contractor will be responsible for a variety of tasks including:

- Conducting a pre-construction survey and creating as-built plans.
- Excavating and disposing of excavated materials.
- Removing existing track.
- Furnishing and installing new track subballast, dense grade, and ballast.
- Constructing new yard tracks.
- Lining, surfacing, and tamping track and turnouts.
- Installing new No. 10 and No. 8 turnouts.
- Rehabilitating existing No. 10 turnouts and four existing receiving tracks.
- Furnishing and installing sliding block derails, hinged block derails, wheel stops, rubber rail seal crossings, HMA pavement for railroad yard crossings, ballast for railroad yard crossings, stone borrow for access roads.
- Disposing or salvaging removed track materials.
- Removing crossties, trash, debris.
- Cleaning up the work area.

The contractor will also complete all other work associated with the East Deerfield Yard Intermodal Improvements Project as described in the Contract Documents.

Period of Performance
The project must be substantially completed by December 1, 2025, with all work completed by April 30, 2026.

Place of Performance
The contract work will take place at the East Deerfield Yard located at 33 Railroad Yard Road, East Deerfield, MA.
