Background
The Commonwealth Health Insurance Connector (the 'Health Connector') is the Commonwealth’s American Health Benefit Exchange, established to facilitate the purchase of Qualified Health Plans and Qualified Dental Plans under the Affordable Care Act. The Health Connector has been in a contractual relationship with Consumer CHECKBOOK/Center for the Study of Services ('Checkbook') since 2013 for technology-based services. The current contract is set to expire on June 30, 2026, and the Health Connector intends to extend this agreement through June 30, 2028, under a proprietary technology exemption from competitive procurement requirements.

Work Details
The services provided by Checkbook include:

1) Aggregating and normalizing provider (doctors, nurse practitioners, and facilities) and prescription drug data across the Health Connector’s individual and small group plans (health and dental);

2) Allowing third-party systems to retrieve provider and formulary data using Checkbook-provided APIs;

3) Providing a standalone tool that enables users of the Health Connector’s exchange website to view information about which health and dental plans cover selected providers and prescription drugs.

The estimated cost for this extension is approximately $704,200.

Period of Performance
The contract will be performed from July 1, 2026, to June 30, 2028.

Place of Performance
The services will be performed in relation to the operations of the Commonwealth Health Insurance Connector.
