PRF76 - Strategic Planning

Background
The Town of Needham’s Public Health Division is seeking a vendor with expertise in public health programs, processes, and systems to assist with strategic planning initiatives for the Charles River Public Health District Collaborative. This collaborative includes the towns of Dover, Medfield, Needham, and Sherborn. It aims to improve public health performance standards across these communities. The contract is organized under an intermunicipal agreement to enhance public health practices and meet Massachusetts workforce performance standards.

Work Details
The vendor will conduct a series of projects categorized into three main areas:

1) Shared Services and Advisory Board goal-setting and strategic planning, which includes drafting and finalizing a Five Year Strategic Plan and Advisory Board Three Year Goals;

2) Researching and creating a cross-walk of existing strategic planning efforts across the four communities;

3) Other supportive projects including developing presentations and written summaries for review by the Charles River Public Health District.

All deliverables must adhere to the standards set by the Public Health Accreditation Board (PHAB). Specific deliverables include drafts and finalized plans due in March and May 2025 respectively, as well as ongoing assistance with grant writing, copy editing, and administrative tasks throughout the contract period.

Period of Performance
The period of performance for this contract is from December 1, 2024 to June 30, 2025.

Place of Performance
The services will be performed within the towns of Dover, Medfield, Needham, and Sherborn in Massachusetts.
