PRF75 RFQ VET - Request for as needed Translation Svcs

Background
The Executive Office of Veterans Services (EOVS) is seeking pre-qualified vendors to provide on-demand, cost-effective Foreign Language Translation and Interpretation services. This initiative aims to enhance communication for Limited English Proficiency (LEP) constituents, ensuring they have meaningful access to the agency's services.

The contract is part of a broader effort to serve a diverse population with various linguistic needs, focusing on improving access and quality of state services.

Work Details
The contract encompasses four categories of services:
1) In-Person Interpretation Services;
2) Translation Services;
3) Telephonic Interpretation;
4) Video Remote Interpretation.

Vendors must provide translation services for the five most spoken languages in the Commonwealth: English, Spanish, Portuguese, Haitian Creole, and Chinese (Simplified or Traditional), as well as up to 340 additional languages represented under PRF75. Specific requirements include:
- In-Person Interpretation: Face-to-face interpretation in various settings such as medical facilities, schools, and homes.
- Telephonic Interpretation: 24/7 availability for non-English speaking individuals with a response time of 15 seconds for live agents.
- Video Remote Interpretation: Similar service structure as telephonic interpretation but via video.
- Translation Services: Written translation from source to target language with delivery in both Word and PDF formats. The contractor must maintain compliance with federal and state regulations regarding privacy and consent.

Period of Performance
The current contract term is from July 01, 2024, to June 30, 2026. All contracts with qualified vendors will expire on June 30, 2026, unless terminated earlier.

Place of Performance
Services will be performed across various locations within the Commonwealth of Massachusetts including but not limited to office buildings, medical facilities, schools, construction sites, individual homes, and other necessary locations.
