PO 350 RFR - Type III AH-IMT Training Facilitator

Background
The Massachusetts Emergency Management Agency (MEMA), on behalf of the Northeast Emergency Management Training Center (NEMTEC), is seeking quotes for a qualified facilitator to conduct Type 3 All-Hazards Incident Management Team (O0305) training. This training aims to meet the needs of the National Incident Management System (NIMS) and the National Response Framework (NRF). It focuses on developing and operating as a functional U.S. Fire Administration (USFA) Type 3 All-Hazards Incident Management Team (AHIMT). The targeted audience includes students from Maine, New Hampshire, and Vermont.

Work Details
The contractor will provide a 40-hour Type 3 All-Hazards Incident Management Team training accommodating between 30-50 students from various disciplines and agencies. The training will cover topics such as:

- Demonstrating the goals of NIMS and NRF;
- Emphasizing the nature and purpose of a USFA Type 3 AHIMT;
- Demonstrating leadership and teamwork skills;
- Providing a framework for critical interpersonal communications;
- Offering practical experience through exercises and simulations;
- Ensuring that state-specific considerations are incorporated into the training.

The facilitator must have experience in delivering interactive training, serving in ICS Command positions, creating incident scenarios, explaining the Planning Process, integrating multiple scenarios, and working with various disciplines.

Period of Performance
The contract is expected to last for an initial duration of 3 months, with services to be delivered between July 1, 2026, and September 30, 2026.

Place of Performance
Training will be conducted in Massachusetts, specifically targeting participants from New England states.

Bidder Requirements
Bidders must be registered in COMMBUYS to submit a quote. The contract is subject to Small Business Purchasing Program regulations. If the annual spend is $250,000 or less, it must be awarded to a certified small business meeting evaluation criteria. Bidders should provide references for similar services provided within the last three years.
