Background
The Town of Medfield is seeking the services of a qualified Owner's Project Manager (OPM) as defined in Massachusetts General Laws Chapter 149, section 44A(c). The goal is to provide Project Management Services for the design, construction, demolition, addition to, and/or renovation of the Dale Street Elementary School located at 45 Adams Street, Medfield, MA. This project aims to address deficiencies in the existing school facility that do not adequately support the educational program for Grades 4 and 5.
Work Details
The selected OPM will represent the Owner during the feasibility study and schematic design phases initially. The contract may be amended to include continued Project Management Services through design development, construction documents, bid and award, construction, and final closeout. The project may involve renovation of the existing school, an addition to it, or new construction. The estimated total project costs range from $100 million to $150 million depending on the solution approved by the Massachusetts School Building Authority (MSBA).
Specific services include conducting a comprehensive feasibility study to evaluate alternatives for the Dale Street School which was built in 1940 and has various deficiencies including inadequate instructional spaces, insufficient student support areas, and core space deficiencies such as an undersized gymnasium and library/media center. The OPM will also be responsible for community engagement strategies and determining life cycle costs related to future operational budgets.
Period of Performance
The total duration of the contract is estimated as follows:
- Feasibility Study/Schematic Design Phase: 20-24 months
- Design Development/Construction Documents/Bidding Phase: 10-12 months
- Construction Phase: 24-36 months.
Place of Performance
The project will be performed at the existing Dale Street site in Medfield, Massachusetts.
Bidder Requirements
Respondents must certify that they meet minimum requirements including designation of a Project Director who is certified in the Massachusetts Certified Public Purchasing Officer Program (MCPPO) and has at least five years’ experience in public building construction supervision or seven years’ experience if not registered as an architect or engineer. Respondents must demonstrate significant experience with public construction projects involving K-12 schools in Massachusetts.
