Organizational Development for EEA Office of Environmental Justice and Equity

Background
The Commonwealth of Massachusetts Executive Office of Energy and Environmental Affairs’ Office of Environmental Justice and Equity (OEJE) is seeking to enhance its organizational capabilities through this solicitation. The goal is to provide organizational development services that include assessment, diagnostics, coaching, and structural recommendations to improve team performance and communication. This initiative aligns with OEJE's mission to ensure equitable environmental policies and practices.

Work Details
The contractor will perform the following tasks:
1. Conduct an organizational assessment through virtual 30-minute interviews with each of the seven team members.
2. Provide a recommended team diagnostic self-assessment test to gather data on the team's current state and developmental needs.
3. Administer an enneagram personality test for each team member to enhance understanding of personality types for better communication and performance.
4. Deliver coaching services including:
a) 42 hours of offsite team coaching with both full-day and half-day sessions scheduled approximately every two weeks;
b) 18 hours of executive coaching following team coaching, including a Leadership Enneagram assessment;
c) 21 hours of individual or dyad coaching as needed.
5. Develop clear Key Performance Indicators (KPIs) aimed at driving behavioral change and improving employee performance.
6. Provide deliverables such as diagnostic test results with debriefs, session notes from coaching, enneagram assessments for the team leader, final recommendations for sustaining improvements, and a proposed team organizational structure.

Period of Performance
The contract will have an initial duration of 10 months, ending on June 30, 2025, with one optional renewal for an additional year, allowing a total maximum duration of up to 2 years.

Place of Performance
The services will be performed at the Office of Environmental Justice and Equity located at 100 Cambridge Street, Floor 10, Boston, MA 02114.
