Background
The City of Lowell is seeking the services of a qualified Owner’s Project Manager (OPM) as defined in Massachusetts General Laws Chapter 149, Section 44A½. The goal of this contract is to provide project management services during the design and repair of the Lowell Memorial Auditorium (LMA) stage lift, elevators, and other areas needing improvement. The City has allocated approximately $1,750,000 for these building improvements and aims to enhance the facility through effective project oversight.
Work Details
The selected OPM will be responsible for overseeing all aspects of the LMA Project, which includes:
1. **Pre-Construction Phase**:
- Assist in the procurement process including construction manager selection and subcontractor bidding.
2. **Construction Phase**:
- Participate in construction meetings to discuss progress and resolve issues.
- Provide oversight on construction submittals to ensure compliance with project requirements.
- Review contractor change orders and make recommendations for their disposition.
- Monitor quality control during construction and ensure compliance with contract documents.
- Generate daily field reports documenting contractor activities and progress.
- Assist in preparing final project punch lists and ensure timely completion of all tasks before project closeout.
Period of Performance
The contract will commence on June 1, 2026, and conclude on May 31, 2029.

The services will be performed at the Lowell Memorial Auditorium located in Lowell, Massachusetts.
Bidder Requirements
Respondents must certify that they meet minimum requirements including designation of a Project Director who is either a registered architect or professional engineer with at least three years of experience in public building projects or has five years of relevant experience if not registered. Additionally, bidders must comply with Massachusetts Conflict of Interest Laws and provide necessary certifications including insurance coverage.
