Notice of Intent - Lynn Water and Sewer Commission

Background
The Massachusetts Division of Ecological Restoration (DER) is issuing a Notice of Intent to award Best Value Grants to the Lynn Water and Sewer Commission (LWSC) for the South Middleton Dam Removal Project on the Ipswich River in Middleton, Massachusetts.

This project aims to reconnect 57 miles of river and tributary habitat for resident and migratory fish, including 119 acres of river herring spawning habitat. The dam removal will eliminate a Significant Hazard dam in Poor Condition, which is crucial for ecological restoration and public safety.

Additionally, the project addresses potential impacts on a drinking water intake facility that supports the City of Lynn, an Environmental Justice community.

Work Details
The grant funding, up to $200,000, will be used for upgrading the water intake/pump station facility located 1.1 miles upstream of the dam.

The grantee will manage and coordinate all activities necessary for project planning, design, permitting, construction, monitoring, and rehabilitation of the drinking water pump station. The grantee will contract with a qualified construction contractor to carry out the construction work as outlined in the 2016 Pumping Station Impact Evaluation Final Technical Memorandum and the 2023 Updated Cost Estimate for LWSC Ipswich River Pump Station Improvements Related to Proposed Dam Removal Memorandum.

Period of Performance
The grant contracts will be established after the Notice posting period for Fiscal Year 2025, with an option to extend into the following fiscal year at DER’s discretion.

Place of Performance
The contract work will be performed in Middleton, Massachusetts, specifically at the South Middleton Dam site and the associated drinking water intake/pump station facility.
