Background
The Massachusetts Office of Travel and Tourism (MOTT) has established the FY26 Massachusetts Regional Tourism Council Grant Program to provide financial assistance to public or nonprofit agencies. The program aims to promote tourism, convention, travel, and recreation in the Commonwealth of Massachusetts. The projected funding level for this grant program is approximately $8 million, subject to change based on final appropriations and gaming revenue collections.

Work Details
Recipients of the grant will be required to submit an approved Marketing Plan that outlines programming and activities aimed at promoting local economic development with a focus on return on investment for the Commonwealth. Key activities include:
- Attracting, servicing, and promoting visitors traveling to designated service areas.
- Managing visitor influx effectively.
- Implementing promotional programs that stimulate tourism and convention business.

Target markets may include domestic and international leisure travelers, meetings and conferences, sports-related travel, group travel, and incentive travel. Eligible applicants must be Regional Tourism Councils (RTCs) or other public/nonprofit agencies that have been operational for at least two consecutive years prior to applying for the grant.

Period of Performance
The grant period begins with applications opening on April 22, 2025, and applications are due by June 2, 2025. The performance period for funded projects will extend through June 30, 2026.

Place of Performance
The services funded by this grant will be performed within designated service areas across the Commonwealth of Massachusetts including regions such as Greater Boston, Cape Cod, Martha’s Vineyard, and others as specified in M.G.L. Chapter 23A.

Bidder Requirements
Eligible applicants must meet specific criteria including:
- Being in operation for two consecutive years prior to applying.
- Spending at least $15,000 in their fiscal year on tourism or having a total budget larger than the average of Massachusetts tourist promotion agencies with at least 25% allocated to tourism.
- Meeting a 1:1 matching funds requirement for the grant. Additionally, organizations must file an independent audit with MOTT by November 30, 2026.
