Background
The City of Framingham is seeking proposals from qualified vendors to provide a guided migration from on-premise email, SharePoint, and file access to Microsoft's Government Community Cloud (GCC). This initiative aims to enhance the city's operational efficiency and ensure compliance with governmental standards. The selected contractor will also provide administrative and end-user training as part of the migration process.
Work Details
The contractor will be responsible for the following services:
- Conduct an initial Exchange and Microsoft 365 environment assessment workshop.
- Reorganize the on-prem Active Directory in preparation for synchronization to the cloud.
- Install and configure Entra AD Connect, Exchange Hybrid, and Microsoft 365 SMTP Relay solutions.
- Migrate individual user data from network shares to OneDrive.
- Provide guidance on end-user workstation configuration, including optimal software deployment tools for Microsoft apps.
- Review Outlook desktop client configuration during mailbox cutover, ensuring Cached Mode is enabled for Office 365 connectivity.
- Deliver documentation for end users regarding expectations and mobile device configurations at cutover.
- Conduct 6-10 training sessions focused on IT administrators covering topics such as user onboarding/offboarding, PowerShell usage, Teams optimization, SharePoint best practices, OneDrive storage optimization, Defender Security settings, Purview Compliance policies, Entra ID Protection security measures, and Exchange Admin Center functionalities.
- Post-migration consulting to assist with decommissioning on-premise Exchange systems and updating DNS settings as necessary.
Period of Performance
The contract term is expected to commence on or about January 1, 2026, and terminate on or about December 31, 2028.
Place of Performance
The services will be performed at the City of Framingham's facilities located at 150 Concord Street, Framingham, MA.
Bidder Requirements
Proposers must have a minimum of five years' experience in providing Microsoft 365 migration services including licensing sales. They must submit a list of municipal contracts performed in the past five years along with contact information. Proposals must include a completed Price Proposal Form, Non-Collusion Form, Tax Compliance Form, and if applicable, a Certificate of Corporate Authority.
