MCD10 Sign Language Interpreters for the Deaf and Hard of Hearing

Background
The Massachusetts Commission for the Deaf and Hard of Hearing (MCDHH) is the principal agency advocating for Deaf and hard of hearing individuals in the Commonwealth. Established by Chapter 716 of the Acts of 1985, MCDHH is responsible for maintaining quality interpreter services. This Request for Response (RFR) aims to create a successor to Contract MCD06, which ends on June 30, 2025. The new contract (MCD10) will establish a list of pre-qualified sign language interpreters to provide services across various settings for Executive Branch agencies.

Work Details
The contract requires the provision of sign language interpretation services (ASL/English and Deaf Interpreters) for Deaf, oral deaf, late-deafened, DeafBlind, and hard of hearing individuals. Services will be available through MCDHH’s Interpreter/CART Referral Service. The contract is open to individual interpreters (W-9 status 'individual' or 'sole proprietor') but not businesses. Job assignments will be made available through the referral service. The RFR includes an application form and evaluation methodology for interpreters seeking qualification under Contract MCD10.

Period of Performance
The initial term of the contract is three years from July 1, 2025, to June 30, 2028, with two options to renew for three years each. This could potentially extend the total duration up to nine years until June 30, 2034.

Place of Performance
Services will be performed throughout the Commonwealth of Massachusetts for all Executive Branch agencies.
