MassDOT RFR Service Plaza Operator
Background
The Massachusetts Department of Transportation (MassDOT) is seeking to revitalize its portfolio of eighteen highway service plazas into best-in-class transportation and service hubs. The goal of the Lease and Concession Agreement is to provide high-quality food, beverage, convenience, gas, diesel, and electric vehicle charging services to the traveling public while ensuring a first-class, innovative, safe, and clean environment.

MassDOT's authority to lease the land and improvements is derived from Massachusetts General Laws, Chapter 6C, Section 3.

Work Details
The Operator will be responsible for operating, maintaining, and revitalizing each service plaza. This includes providing best-in-class amenities such as food and beverage services, convenience stores, fueling stations (gasoline and diesel), and electric vehicle charging stations. The Operator must also develop a Master Revitalization Plan that outlines specific improvements for each plaza.

The service plazas include locations along the Massachusetts Turnpike and other major routes. The Operator must submit detailed Plaza Management Plans for each service plaza prior to commencing revitalization work. Additionally, the Operator will be required to maintain all facilities in good working order and comply with all applicable laws.

Period of Performance
The Lease will commence upon execution by MassDOT and the Operator. The initial term is thirty (30) years, expiring on December 31, 2055. There is an option for a ten (10) year extension if the Operator provides written notice between December 31, 2051, and December 31, 2052.

Place of Performance
The contract will be performed at eighteen highway service plazas located in Massachusetts including eleven along the Massachusetts Turnpike and additional locations on I-95 in Lexington and Newton; Route 128 in Beverly; Route 3 in Plymouth; Route 6 in Barnstable; and Route 24 in Bridgewater.
