M-05-25 American Sign Language Interpreter Referral Service

Background
Bristol Community College, an agency of the Commonwealth of Massachusetts, seeks proposals for a professional American Sign Language (ASL) interpreter referral service organization to provide interpreting services for D/deaf and/or Hard-of-Hearing students and employees.

The college aims to streamline its current interpreting referral services, primarily serving students while also providing support for faculty and staff. The goal is to create a more effective and uniform process for delivering these essential services.

Work Details
The contractor will provide a range of interpreting services including ASL, oral interpreting, tactile interpreting, and other specialized services as needed.

Specific requirements include:
- Adherence to Massachusetts General Laws regarding interpreter qualifications
- Verification of RID certification
- Provision of interpreters familiar with higher education settings
- Flexibility in scheduling for various types of assignments (ongoing, one-time, last-minute)
- Submission of monthly reports detailing fill rates and consumer satisfaction
- Ability to respond promptly to cancellations.

The contractor must also facilitate online requests for interpreter services by students and ensure that interpreters are available across all college locations during operating hours.

Period of Performance
The contract is expected to commence on or about July 1, 2025, and will be in effect for two years through June 30, 2027. There are options for renewal on a month-to-month basis for up to 12 additional months or for three additional years.

Place of Performance
Services will be provided at all Bristol Community College locations including Fall River, New Bedford, Taunton, and Attleboro.
