Background
The Town of Saugus is issuing a solicitation for bids to upgrade the public safety communications system at the Saugus Public Safety Building located at 27 Hamilton Street, Saugus, Massachusetts. The project aims to enhance the radio communications capabilities for both the Saugus Fire and Police Departments. The renovations will include building modifications necessary for the installation of new communication equipment and ensuring operational continuity during construction.

Work Details
The scope of work includes:
1. Interior renovations at the Public Safety Building, including:
- Construction of a new radio room within the existing building envelope.
- Removal and infill of exterior windows.
- Installation of new millwork and interior finishes (flooring, painting, ceilings).

2. Establishing temporary dispatch operations in the second-floor training room during construction.

3. Improvements at the Maria Lane radio tower site, which include:
- Exterior envelope enhancements for the existing radio equipment building.
- Installation of a new generator.
- Expansion of the fenced area around the site.

Period of Performance
The contract performance period is expected to commence upon award and will be detailed in the contract documents. Bids are due on November 19, 2025.

Place of Performance
Work will be performed at two locations:
1. Saugus Public Safety Building, 27 Hamilton Street, Saugus, MA 01906.
2. Maria Lane Radio Tower Site between 6 and 8 Maria Lane, Saugus, MA.

Bidder Requirements
Bidders must comply with Massachusetts General Laws regarding public bidding (M.G.L. c.149 §44A-J). All employees must have completed a course in construction safety approved by OSHA (minimum 10 hours). Bidders must also submit various certification forms including non-collusion certification, conflict of interest certification, compliance with EEO laws, and proof of tax compliance.
