Background
The Commonwealth of Massachusetts Executive Office of Education (EOE) is seeking proposals for Level Data Software and Services or similar solutions. The purpose of this Request for Quotation (RFQ) is to replace the prior, expiring contract with Cedar Labs, which was acquired by Level Data in 2025. EOE aims to enhance its data collection and reporting capabilities across K-12 districts in Massachusetts, supporting state data collection and reporting through a user-friendly interface and robust data management functionalities.

Work Details
The contract encompasses four types of annual software subscription licenses along with related professional services:

1. Annual License Fees for Student Access ($1 each), totaling approximately $1,200,000;
2. Annual License Fees for Staff Access ($0.50 each);
3. Postgres Database Hosting, billed quarterly based on actuals, currently under $50,000 annually;
4. Annual Licensing Fees for the Collection and Validation Service at $300,000;
5. Annual License Fee for the Datahub Software at $400,000.

Professional services will be billed at a blended rate of $150 per hour for all roles/responsibilities.

Period of Performance
The contract will commence immediately upon execution and will continue through the maximum period allowed by ITS75 or ITS86, with extensions possible through June 2034.

Place of Performance
The services will be performed within the Commonwealth of Massachusetts, specifically supporting K-12 educational institutions across various districts.

Bidder Requirements
Eligible bidders must be registered as Resellers or Software Publishers under the statewide contract ITS75. Bidders must provide a signed Authorized Reseller Certification Letter if responding as a software publisher via the open market. Additionally, bidders are required to submit accessibility conformance reports based on the Voluntary Product Accessibility Template (VPAT), comply with SaaS terms and accessibility requirements outlined in Attachments D and E respectively, and agree to the Service Level Agreement in Attachment G.
