Background
The Town of Berkley is seeking to procure and implement a cloud-based e-permitting and permitting management system to enhance the operations of its Building Department, Planning Board, and Conservation Commission. The goal is to modernize permitting workflows, improve public access, enhance interdepartmental coordination, and provide transparent tracking of applications, inspections, and approvals.
Work Details
The selected vendor will deliver a fully hosted (SaaS), cloud-based e-permitting system that includes secure user authentication, role-based permissions, a mobile-friendly interface, configurable workflows by permit type, an audit trail of actions, document management capabilities, integration with online payment processing, and automated notifications.
Specific departmental functionalities include:
1. Building Department: Support for building permits (residential/commercial), electrical/plumbing/gas permits, certificates of occupancy; application intake and approval workflows; inspection scheduling; fee calculation; contractor registration; integration with state building codes.
2. Planning Board: Management for site plan reviews, special permits, subdivisions; public hearing tracking; document submission management; workflow routing.
3. Conservation Commission: Processing requests for determinations of applicability (RDA), notices of intent (NOI), certificates of compliance; tracking filings under the Massachusetts Wetlands Protection Act.
Implementation services will include project management, system configuration, data migration, integration with payment systems, testing with Town staff, training for administrators and users, go-live support, and ongoing technical support.
Period of Performance
The anticipated implementation period is 90–180 days from contract execution.
