Description

Install anti-terrorism (AT) measures in various locations. The AT measures addressed in this RFP will protect against vehicle-borne threats. This will entail installation of arresting cables and vehicle guard rails.
Background
The Commonwealth of Massachusetts, through its Executive Office of Public Safety & Security, Military Division, is seeking a contractor to install anti-terrorism measures at Otis Air National Guard Base. This initiative aims to enhance security against vehicle-borne threats by implementing specific protective measures. The project is governed by applicable procurement laws and standards set forth by the Department of Defense.

Work Details
The contractor will be responsible for the installation of vehicle barriers as anti-terrorism measures, which includes:
- Installation of arresting cables and vehicle guard rails in various locations.
- Retrofit Steel Cable Reinforcing using 2 cables with a diameter of ¾ inches and anchoring lengths of 200 feet.
- Installation of New Steel Cable Guardrails utilizing 3 cables with a diameter of ¾ inches and vertical spacing of 3 inches.
- Compliance with Unified Facilities Criteria (UFC) for construction standards, including adherence to state and federal codes. Specific installation details include:
- Deadman blocks spaced no greater than 200 linear feet.
- Cables located on the attack side of the fence with deadman blocks on the inside.
- Posts embedded in a minimum depth of 2 feet 6 inches concrete conforming to AASHTO guidelines.

Period of Performance
The contract is expected to commence shortly after the award notification on August 29, 2025, with an estimated completion date expected to align with project requirements.

Otis Air National Guard Base, Bourne, Massachusetts.

Bidder Requirements
Bidders must comply with prevailing wage requirements as per both Davis Bacon and Department of Labor Standards wage rates. A payment bond of 50% is required for projects exceeding $25K, and performance bonds are required for bids over $150K. Bidders must also submit certified payrolls weekly and maintain compliance with OSHA safety training requirements.
