IFB NO.25-45 Provin Mountain Reservoir Water Quality Monitoring Station Project

Background
The Springfield Water and Sewer Commission (SWSC) is issuing this Invitation for Bids (IFB) for the Provin Mountain Reservoir Water Quality Monitoring Station Project. The mission of the SWSC is to ensure the provision of safe and reliable water services. This contract aims to enhance water quality monitoring capabilities at the Provin Mountain Reservoir.

Work Details
The work includes:

1. Construction of a masonry CT Building to house three combined pH/Temperature/chlorine analyzers, one analyzer discharge recirculation system, and ancillary systems.

2. Construction of three instrumentation vaults to install clamp-on flow meters on three existing water transmission mains.

3. Construction of a dry well for sample sink drain.

4. Construction of metal stairs from the gravel road to the CT Building site.

5. Installation of an HVAC system for the CT Building.

6. Associated electrical and control works for the CT Building and doghouse manholes.

7. Associated civil and site works.

Period of Performance
The contract work is expected to commence upon award and will continue until all specified tasks are completed. Bids for Prime/General Contractor are due by June 10, 2025, and Subcontractor bids are due by May 22, 2025.

Place of Performance
The project will be performed at the Provin Mountain Reservoirs located at 1121 N West Street, Feeding Hill, MA 01030.

Bidder Requirements
Bidders must submit a certificate of eligibility issued by the Division of Capital Asset Management and Maintenance (DCAMM) for projects in the category of 'Sewage and Water Treatment Plants.' Successful contractors must provide both a 100% Performance Bond and a 100% Payment Bond at contract execution. The project requires compliance with Davis-Bacon and Massachusetts Prevailing Wage rates, as well as meeting Minority and Women’s Business Enterprise (MBE/WBE) goal conditions (4.8 percent MBE and 6.9 percent WBE).
