IFB Middle School Asbestos Abatement and Floor Replacement

Background
The Medway Public Schools, a department of the Town of Medway, Massachusetts, is inviting sealed bids for asbestos abatement and floor replacement at the Medway Middle School located at 45 Holliston Street, Medway, Massachusetts. The project involves the removal and disposal of asbestos-containing flooring in various areas of the school and the replacement of flooring in disturbed areas. This work is to be conducted according to specifications prepared by Universal Environmental Consultants.

Work Details
The scope of work includes:
1) Removal and disposal of asbestos-containing materials (ACM) and associated adhesives from designated areas within the Medway Middle School;
2) Replacement of flooring in areas where ACM has been removed;
3) Compliance with all specifications outlined by Universal Environmental Consultants;
4) All necessary preparations including site preparation, waste removal, final cleanup, and transportation of waste;
5) A full documentation report upon receipt of disposal records from the landfill.

The contractor must perform all flooring services with their own forces and hold a valid certificate of eligibility in 'Flooring Specialist Category' issued by the Division of Capital Asset Management.

Period of Performance
The contract work is expected to be performed over the summer break preceding the 2026-27 school year.

Bidder Requirements
Bidders must hold a valid asbestos contractor license issued by the Department of Labor Standards or retain a licensed asbestos abatement contractor. They must also submit a signed statement of qualifications including references from previous projects related to flooring and asbestos abatement. Bidders are required to provide proof of compliance with OSHA training requirements and must not have been cited for safety or health violations during past projects.
