IFB # 55-25 Ultrasonic Rail Testing

Background
The Massachusetts Bay Transportation Authority (MBTA) is seeking proposals for a four-year contract for Ultrasonic Inspection services using handheld devices to check and certify the integrity of thermite or flash-butt welding performed by MBTA employees. This Invitation for Bid (IFB) aims to solicit proposals from qualified bidders who can meet the project requirements outlined in the IFB 55-25 specification.

Work Details
The contractor will provide ultrasonic testing services on thermite and flash-butt welds, which will be conducted once or twice a week depending on welding frequency. The services will commence approximately in July 2025 and will last for three years, with two optional one-year extensions at the MBTA's discretion.

The contractor must ensure that operations do not damage MBTA equipment, interrupt service, endanger personnel or the public, or cause inconvenience to customers. The contractor is required to use specific ultrasonic testing equipment and materials, including:
- A pulsed echo instrument capable of detecting a ¼-inch discontinuity at 6-1/2 inches from the top of rail.
- Various transducers for different inspection methods.
- Suitable couplant materials.

Testing personnel must be certified as Level II or III according to ASNT standards and complete an 8-hour Right-of-Way Safety Training prior to working on MBTA property.

Period of Performance
The contract will commence approximately in July 2025 and is intended to last for three years, with two optional one-year extensions available at the discretion of the MBTA.

Place of Performance
The work will be performed on-site at various locations along the MBTA rail lines during non-revenue hours, typically between 1:30 AM and 4:30 AM, seven days a week.

Bidder Requirements
Bidders must have appropriate certifications for their personnel performing ultrasonic testing (Level II or III), maintain active registration with COMMBUYS, and comply with all specified insurance requirements. Bidders are also required to submit proof of insurance as detailed in the solicitation documents.
