IFB 134-25 Optical Rail Measurement Services

Background
The Massachusetts Bay Transportation Authority (MBTA) is issuing this Invitation for Bids (IFB) No. 134-25 to solicit proposals from qualified bidders for Optical Rail Measurement Services. The project aims to provide optical testing and measurement for rail wear across the entire system, which includes the Green Line and other rapid transit lines (Red, Orange, Blue, and Mattapan).

The contract is structured for a duration of three years with two additional option years.

Work Details
The contractor will provide optical rail measurement services for the Green Line revenue track and all rapid transit lines. Specific tasks include:
1. Optical Rail Measurement – per each Green Line revenue track (53 track miles) for FY 2026, FY 2027, FY 2028, FY 2029 (Option Year 1), and FY 2030 (Option Year 2).
2. Optical Rail Measurement of all rapid transit lines (81 track miles) for FY 2026, FY 2027, FY 2028, FY 2029 (Option Year 1), and FY 2030 (Option Year 2).
3. Optical Rail Testing on a per-day basis for five days each year.
4. Optical Rail Testing during night shifts for sixteen shifts each year.

Period of Performance
The contract will be performed over a period of three years with two optional one-year extensions, starting from the effective date of the contract.

Place of Performance
The services will be performed system-wide across all MBTA rail lines.

Bidder Requirements
Bidders must submit a signed Section 7.1 Massachusetts Bay Transportation Authority Standard Terms and Conditions with their bid. They are required to demonstrate financial stability through documentation such as audited financial statements.

Bidders must also comply with all federal and state laws regarding non-discrimination in hiring and employment practices.
