Description

HRD - Employee Leave Management
Background
The Commonwealth of Massachusetts, Executive Office for Administration and Finance, Human Resources Division (HRD), is seeking proposals from qualified vendors to provide a comprehensive Leave of Absence Management system, implementation services, and long-term maintenance and operations services. HRD is committed to providing systems and services that should be accessible to all, and compliant with state and federal law and regulations. The goal of this RFR focuses on the procurement of a leave of absence management solution that is implemented within a prescribed timeframe.

Work Details
HRD is seeking an integrated configurable cloud-based software solution that meets all employee leave requirements as identified in Section 2.5 and Appendix J: Business and Technical Requirements Matrix. The solution should include components such as Leave Administration, Self Service Portal, Communication, Integrated Reporting and Analytics.
Additionally, the bidder is expected to provide environment setup, requirements definition, configuration and customization, comprehensive testing including unit, system, integration, user acceptance, accessibility, usability, performance, and data conversion testing. Training including business and technical aspects should be provided along with system acceptance process and criteria definition, data conversion, deployment, organizational change management, knowledge transfer plan, maintenance and operations.

Period of Performance
The complete solution needs to be fully operational by October 2025. HRD is seeking a ten (10) year contract to be finalized during contract negotiations. The resulting contract for this RFR should cover maintenance, support, licenses (including any required third-party), and upgrades during the agreement.

Place of Performance
The contract will be open for use by the Executive Office of Administration and Finance, the Human Resources Division, Commonwealth Executive Department entities,
Massachusetts Bay Transportation Authority (MBTA),
and the Office of the State Comptroller.
