Holliston Police Building Management System IFB

Background
The Town of Holliston is seeking sealed bids from qualified contractors for the modernization of the HVAC Building Management System at the Holliston Police Station located at 550 Washington Street, Holliston, MA. The goal of this contract is to replace the outdated Metasys Building Management System with a new Johnson Controls system, ensuring improved efficiency and functionality in managing the building's HVAC systems.

Work Details
The project scope includes:
- Installation of a new JCI FX-90 central controller for supervision of all mechanical equipment.
- Upgrading boiler/chiller room controls with new JCI FX BACnet IP controllers.
- Programming control logic for managing both chiller and boiler plants.
- Replacement of 30 thermostats with new JCI TEC-3622 units, including rewiring to the BMS.
- Installation of CO2 and humidity sensors in rooftop units (RTUs) and programming control logic for these units.
- Integration of six rooftop exhaust fans and two ductless cooling units into the system.
- Designing a BACnet MSTP/IP network integration with BASRT-B routers.
- Creating HTML5-compliant graphics for user interface and setting up alarms and trend logs for performance tracking.

Period of Performance
The contract work is expected to commence immediately upon award and must be completed by October 17, 2026.

The work will be performed at the Holliston Police Station located at 550 Washington Street, Holliston, MA.

Bidder Requirements
Bidders must provide proof of general liability and workers compensation insurance at state-required minimum levels upon award. They must also submit a bid deposit of not less than five percent (5%) of the total bid value. Additionally, bidders are encouraged to include small and diverse-owned businesses in their proposals.
