Description

The Town of Southampton invites sealed Bids for the Historic Southampton Town Hall Masonry and Stairs Restoration Project Phase I. The project includes the furnishing of all labor, equipment and materials required to masonry restoration, and removal of the concrete ramp to preserve and restore the buildings exterior historic appearance and determine existing conditions of the historic stairs beneath the ramp.
Background
The Town of Southampton is undertaking the Historic Southampton Town Hall Masonry Repair and Stairs Restoration Project Phase I, aimed at preserving the historic appearance of the Town Hall, which is listed on the National Register of Historic Places.

The project is funded through a $750,000 grant from the U.S. Department of the Interior's National Parks Service via the Paul Bruhn Historic Revitalization Grant Program. This funding supports physical improvements to properties of historical significance to foster economic development in rural communities.

Work Details
The project will involve:
1) Repointing the exterior masonry of the Southampton Town Hall;
2) Removal of the deteriorated main entrance ramp;
3) Restoration of the main entrance granite steps.

All work must adhere to the Secretary of the Interior’s Standards and Guidelines for Archaeology and Historic Preservation. The Grantee is responsible for managing a competitive procurement process for contractors, ensuring compliance with federal, state, and local laws during this process.

Period of Performance
The contract will commence on February 15, 2025, and is scheduled to be completed by July 31, 2026.

Place of Performance
The work will be performed at Southampton Town Hall located at 8 East Street, Southampton, MA.

Bidder Requirements
The Grantee must comply with all applicable federal, state, and local procurement laws. A ten-year term Preservation Restriction will be developed and monitored by the Ventures Center.

Additionally, the Grantee must submit quarterly progress reports on fund usage and ensure that all activities are consistent with federal regulations regarding historic preservation.
