Background

Work Details
The contractor will be responsible for the following tasks:
1. Tool Development & Methodological Integration: Collaborate with OEJE to refine the CIA methodology ensuring it is analytically sound and practical. Align the tool's scoring with OEJE’s CIA process and validate its accuracy.
2. Testing and Refinement: Implement a structured testing process including beta testing with OEJE and partner agencies, validating data accuracy, ensuring policy alignment with Massachusetts CIA guidance, collecting stakeholder feedback, and refining the tool accordingly.
3. Training & Knowledge Transfer: Deliver training sessions for OEJE and EEA IT staff on using the MassEnviroScreen tool effectively. Provide technical documentation detailing the tool’s architecture and maintenance processes.
4. Deliverables include a refined CIA methodology, finalized indicator framework, beta version of the tool, revisions based on feedback, and final delivery along with documentation and training.
Period of Performance
The contract will be performed over a timeline that includes development phases leading up to the final delivery of the MassEnviroScreen tool by February 12, 2025.
