FY27 Community Mitigation Fund Grants

Background
The Massachusetts Gaming Commission is issuing a solicitation for the FY 2027 Community Mitigation Fund Grants. This fund aims to assist host and surrounding communities in offsetting costs related to the construction and operation of gaming establishments.

The total funding available for FY 2027 is $5 million, significantly reduced from previous years due to legislative diversions. The program includes a Municipal Block Grant Program and a Regional Agency Grant Program, focusing on community planning, public safety, transportation, gambling harm reduction, and specific impacts.

Work Details
Eligible municipalities must submit a single application that includes all proposed projects under the Municipal Block Grant Program. Each application must detail the impact associated with the casino and how the project will address that impact.

The application should include a detailed scope of work, timeline for implementation, and appropriate backup materials supporting the application. Specific categories for funding include Community Planning, Public Safety, Transportation Planning and Construction, Gambling Harm Reduction, and Specific Impact projects. Applications must be submitted by January 31, 2026.

Period of Performance
The contract duration is expected to be two years from the effective date with an option for a one-year extension based on available funds.

All grants will be in effect from the contract effective date through the end of the licensing period or two years from execution.

Place of Performance
The grants will be performed in municipalities surrounding gaming establishments in Massachusetts.

Bidder Requirements
Eligible entities include host communities, surrounding communities, water and sewer districts near gaming establishments, local and regional agencies involved in education, transportation, infrastructure, housing, environmental issues, and public safety agencies.

Applicants must ensure compliance with all applicable laws and regulations including the Massachusetts Constitution's Anti-Aid Amendment.
