FY26 Survey and Design Services - Prince Cove Sewer Expansion Project

Background
The Town of Barnstable Procurement Office, on behalf of the Department of Public Works, is seeking proposals for the FY26 Survey and Design Services related to the Prince Cove Sewer Expansion Project.

The project aims to enhance the town's wastewater management system by expanding municipal sewer services to reduce nitrogen pollution in select neighborhoods as part of a 30-year Comprehensive Wastewater Management Plan (CWMP).

The Town of Barnstable, located on Cape Cod, has a significant seasonal population and serves as a commercial hub for the region.

Work Details
The contract involves professional survey and design services that include:
- Conducting comprehensive topographic and boundary surveys for roads and neighborhoods;
- Field data collection;
- Mapping existing utilities, property lines, and relevant site features;
- Preparation of detailed survey plans in PDF and Civil3D formats;
- Evaluation, preliminary design, final design, permitting, and bidding assistance for approximately 11.2 miles of new sewer collection systems;
- Construction of up to 4 sewer pump stations;
- Utility relocation as necessary.

Specific tasks include generating a Digital Terrain Model (DTM), conducting research at the Registry of Deeds for metes and bounds definitions, ensuring compliance with Massachusetts regulations, and providing electronic copies of surveys in AutoCAD Civil 3D & PDF formats.

Period of Performance
The project is expected to commence following the proposal acceptance with specific timelines outlined in the proposal submission.

Key dates include proposal availability starting April 27, 2026, with proposals due by May 25, 2026.

Place of Performance
The work will be performed in various neighborhoods within Barnstable as specified in Attachment A of the solicitation documents.

Bidder Requirements
Proposers must be established businesses with necessary licenses and registrations to operate under Massachusetts law.

They must submit signed Certificates of Non-Collusion and State Taxes Certification Clause along with their proposals. Minority-Owned Business Enterprises (MBE) or Woman-Owned Business Enterprises (WBE) are encouraged to apply.
