FY26 MDAR RFQ- TAP Work, Fall Business Plans- 22 Farms

Background
The Massachusetts Department of Agricultural Resources (MDAR) is seeking bids for Business Planning Services as part of the Farm Viability Enhancement Program (FVEP). The goal is to assist various farms in developing comprehensive business plans that include financial summaries, projections, and strategic planning to enhance their operational viability. This initiative aims to support farmers in improving their business practices and ensuring sustainable agricultural operations.

Work Details
The selected contractor will provide Business Planning Services which include:

1. Development of a written Business Plan narrative that outlines the farm's operations, goals, and strategies.

2. Creation of a 3-year Historical Financial Summary detailing income, expenses, and net income/loss.

3. Preparation of 3-year Financial Projections with assumptions regarding future income and expenses.

4. Compilation of a Balance Sheet or Net Worth Statement reflecting the farm's financial position.

Each plan must also address specific needs identified by the farm owners, such as infrastructure improvements or marketing strategies.

Period of Performance
The completed plans and financials are due by March 16, 2026.

Place of Performance
Services will be performed at various farms located in Franklin County, Essex County, Worcester County, and other specified locations within Massachusetts.

Bidder Requirements
Bidders must demonstrate experience in preparing business plans for agricultural operations, particularly in relevant sectors such as vegetable, dairy, and beef. They should provide evidence of previous consulting services rendered to similar farms and describe any relevant experience working within the specified counties.
