Background
The Executive Office of Energy and Environmental Affairs (EEA) of the Commonwealth of Massachusetts is seeking bids for a security camera surveillance system under the statewide contract ITC71. The Massachusetts Environmental Police (MEP) require a robust system to ensure safety, protect individuals, and secure assets across 15 locations. This initiative aims to enhance the security infrastructure necessary for the enforcement of boating and recreational vehicle laws, as well as the preservation of natural resources.

Work Details
The contract involves the installation of a cloud-based CCTV system that will provide real-time and historical footage 24/7 across 17 MEP-owned structures. Key objectives include:
- Installation of remotely accessible security cameras in offices and reception areas to protect public assets and maintain evidence integrity.
- The system must support various functionalities including video sharing architecture, prototype integration testing, and operational maintenance provisions.
- A product demonstration is required as part of the procurement process.
- The project scope includes specific locations such as Westboro HQ, Gloucester State Pier, Fall River Registration Office, Springfield Registration Office, Hyannis Registration Office, Worcester Registration Office, Boston Registration Office, Montague HQ, Hanson HQ, Hingham, Lake Lorraine structures, New Braintree HQ, Joint Base Cape Cod Boating Safety Education Center, and Joint Base Cape Cod Fire Station.

Period of Performance
The estimated term for the contract is an initial 3-month period with implementation to be completed by June 30th, 2026. The contract may be renewed or extended upon written agreement but cannot extend beyond June 30th, 2036.

Place of Performance
The services will be performed at various locations throughout Massachusetts including Westborough, Gloucester, Fall River, Springfield, Hyannis, Worcester, Boston, Montague, Hanson, Hingham, Indian Orchard (Lake Lorraine), New Braintree, Buzzards Bay (Joint Base Cape Cod), and Camp Edwards (Joint Base Cape Cod).

Bidder Requirements
Bidders must be registered on statewide contracts ITC71 category 3. They are required to comply with all applicable legal and regulatory requirements pertaining to data types indicated in the RFQ. Additionally, bidders must demonstrate experience in implementing security camera solutions in state-owned facilities and provide references from similar projects.
