Background
The Executive Office of Energy and Environmental Affairs (EEA) of the Commonwealth of Massachusetts seeks qualified vendors to provide professional services for the design, development, and implementation of an open Data Portal.
This portal will serve as a centralized platform to publish, manage, and share energy and environmental datasets and dashboards with the public, researchers, policymakers, and other stakeholders. The goal is to enhance transparency, support data-driven decision-making, and foster public engagement through a user-friendly and accessible data hub.
Work Details
The selected vendor will be responsible for replacing the existing open data portal which is currently not user-friendly and lacks sufficient data quality.
The new portal must adhere to guiding principles including ease of access, intuitive design, self-service capabilities, seamless integration, system accuracy, fast performance, scalability, security, relevance of data, multiple viewing options, and compliance with accessibility requirements.

The portal must allow users from the general public, community organizations, and government agencies to access accurate energy and environmental information.
Period of Performance
The contract duration is expected to be 8 months with two options to renew for up to one year each, totaling a maximum duration of 33 months.
Place of Performance
The work will be performed at the Commonwealth of Massachusetts environment utilizing Amazon Web Services (AWS) for hosting.
Bidder Requirements
Bidders must comply with the Supplier Diversity Program (SDP) requirements by making a financial commitment of at least 1% of contract sales to certified diverse business enterprises or non-profit organizations.
Bidders must also demonstrate experience in developing applications for public use that display quantitative information such as dashboards. They should have experience with scheduled API calls for data ingestion and automated quality assurance processes.
