Fully Integrated , Web Based Housing Authority Software and Annual Maintenance

Background
The Brockton Housing Authority (BHA) is seeking competitive proposals from qualified and experienced firms for a fully integrated web-based housing authority software system with annual maintenance. The BHA operates under the U.S. Department of Housing and Urban Development and the Massachusetts Executive Office of Housing and Livable Communities, managing various federal and state-funded housing programs. The goal of this contract is to integrate all property management and financial functions into one new system, minimizing duplicate systems and enhancing operational efficiency.

Work Details
The contractor will provide a fully integrated web-based housing authority software system that includes the following functionalities:

- Waiting lists management
- Section 8 program administration
- Public housing management
- LIHTC compliance
- Online application portals for applicants and landlords
- Document imaging/storage
- Report generation
- Grant management
- Tenant invoicing
- General ledger management
- Maintenance work orders
- Procurement
- Contract management

The software must support data-driven decision-making as the BHA transitions to a new operational model. Additionally, the contractor will provide ongoing maintenance and support services for two years post-implementation.

Period of Performance
The initial term of this contract shall commence upon execution and include installation and implementation services to be completed within 12 months. Following successful implementation, annual maintenance will be provided for a period of two years with an option to renew for up to two additional years.

Place of Performance
The services will be performed at the Brockton Housing Authority located at 45 Goddard Road, Brockton, MA 02301.

Bidder Requirements
Proposals may only be submitted by companies with at least five years of experience in providing fully integrated web-based housing authority software services. Proposers must submit three references from Massachusetts housing authorities. All proposers must have applicable licenses/training for the work described in the specifications.
