Four Rivers Charter Public School Vended Meals RFP 2026

Background
Four Rivers Charter Public School (FRCPS) is an inclusive public charter school located in Greenfield, MA, that serves students in grades 7-12. The school aims to prepare its students for success through rigorous academics and character development. FRCPS participates in the National School Lunch Program (NSLP) to provide breakfast and lunch for approximately 220 students. The goal of this contract is to secure a vendor to provide freshly prepared vended meals for the school year from July 1, 2026, through June 30, 2027, with the option for up to three annual extensions.

Work Details
The selected vendor will be responsible for preparing and providing all meals and meal components that meet NSLP requirements, including low-fat, nonfat, and Lactaid milk. A vegetarian option must be offered daily. Specific responsibilities include:
- Providing fresh, nutritious, tasty, and visually appealing meals.
- Including fresh fruit and/or vegetables with every meal.
- Supplying appropriate trays, utensils, and napkins as needed.
- Ensuring consistent quality control and nutrition advocacy.
- Maintaining NSLP compliance for all meals eligible for state and federal reimbursement.
- Planning monthly menus at least one week prior to the end of each month that meet state and federal requirements.
- Keeping records on nutritional components of meals served available for inspection by authorities.
- Complying with health and sanitation regulations.

Food qualifications include: no hydrogenated oils or artificial trans fats; no deep-fried or overly processed foods; offering whole grains; providing daily vegetarian, dairy-free, and gluten-free options; ensuring all food is nut-free.

Period of Performance
The contract period will be from July 1, 2026, through June 30, 2027, with options to renew for up to three additional one-year terms.

Place of Performance
Meals will be prepared off-site by the vendor and delivered to Four Rivers Charter Public School located at 248 Colrain Road, Greenfield, MA 01301.

Bidder Requirements
Vendors must have valid certifications and insurance documents. They are required to comply with the Buy American Provision. Proposals must include a description of services offered including menu development rationale, cost per meal (breakfast/lunch), sample menus showing compliance with nutritional standards, health certifications for food service facilities, proof of liability insurance, materials provided, and three professional references. For contracts over $150,000 additional certifications regarding pricing determination and lobbying activities are required.
