FMO26059 Framingham FMS RTU Replacement (MA National Guard)

Background
The Commonwealth of Massachusetts, through the Executive Office of Public Safety & Security and the Military Division, is seeking to replace the existing failing rooftop unit (RTU) at the Framingham FMS facility. The project aims to ensure efficient heating and cooling for office spaces while adhering to state and federal regulations regarding environmental safety and construction standards.

Work Details
The contractor will be responsible for the following tasks:

1. Disconnect and safely remove the existing 12 1/2 ton RTU from the rooftop.

2. Pull all necessary permits in accordance with state laws and regulations.

3. Evacuate and dispose of refrigerant in compliance with state and federal laws.

4. Dispose of the old unit following local regulations and environmental guidelines.

5. Manage all crane operations, including arranging for a crane on-site for both removal and installation tasks, ensuring safety standards are met.

6. Inspect the existing roof curb to determine if modifications or replacements are needed for the new RTU installation.

7. Install a new RTU that matches or exceeds specifications of the existing unit, ensuring proper alignment and secure placement.

8. Connect the new RTU to existing ductwork, electrical systems, piping, and control systems, including re-installation of insulation on ductwork as necessary.

9. Conduct adjustments and calibrations for optimal operation efficiency of the new RTU, ensuring compliance with local electrical codes.

10. Integrate the new RTU with the existing Building Management System (BMS) for seamless operation, followed by thorough testing to confirm functionality.

11. Provide a commissioning report confirming proper operation of the RTU post-installation, addressing any identified issues during testing phases.

12. Supply detailed documentation including operation manuals, warranty information, maintenance guidelines, and conduct a training session with CFMO team members on operating procedures.

Period of Performance
The contract is expected to commence on September 30, 2025, following bid acceptance on September 22, 2025.

Place of Performance
The work will be performed at the Framingham FMS facility located at 522 Concord Street, Framingham, MA.
