Facility Cleaning Services

Background
The Town of Palmer and the Palmer Public Schools are seeking bids for Facility Cleaning Services for various buildings including Palmer High School, Old Mill Pond Elementary School, Palmer Town Hall, and Palmer Police Station. The goal is to maintain a clean and safe environment for students, staff, and the community. The facilities include a mix of educational and municipal buildings located at 4105 Main St and 4417 Main St in Palmer, MA.

Work Details
The contractor will provide comprehensive cleaning services that include daily cleaning tasks such as emptying waste baskets, vacuuming carpeted areas, mopping floors, cleaning surfaces, sanitizing restrooms, and maintaining cleanliness in classrooms, offices, hallways, and common areas. Specific tasks include:
- Daily cleaning of classrooms (42 classrooms at Old Mill Pond), including vacuuming carpets and mopping tile floors.
- Weekly dusting of horizontal surfaces and cleaning chalk trays.
- Cleaning of restrooms on all floors at Palmer High School with specific attention to replenishing supplies.
- Summer cleaning services that involve deep cleaning tasks such as washing all furniture and fixtures, scrubbing floors, and preparing the facilities for the upcoming school year.
- Urgent cleaning services available on short notice for emergencies.

Period of Performance
The contract will commence on July 1, 2026, and is set to last for three years until June 30, 2029. There is an option for two additional one-year extensions based on performance.

Place of Performance
Cleaning services will be performed at the following locations:
- Old Mill Pond Elementary School (4107 Main St)
- Palmer High School (4105 Main St)
- Palmer Town Hall (4417 Main St)
- Palmer Police Station (4419 Main St) in Palmer, MA.

Bidder Requirements
Bidders must have a minimum of ten years of experience in the cleaning industry with at least five years in public education settings. They must provide three client references (preferably from schools), proof of adequate personnel availability, OSHA-approved equipment, and compliance with insurance requirements including general liability coverage of $3 million per incident. Additionally, bidders must pass background checks for employees working on-site.
