BPHC requests ERP Software Solution Providers ( Vendors ) respond to this RFP to propose how their solution's meet the requirements described herein and the resulting costs of implementing and maintaining that solution. BPHC's objective for this RFP is to invest in new capabilities that directly address its current HR/HCM and FIN challenges.
Background
The Boston Public Health Commission (BPHC) is the local public health department for the City of Boston and the oldest health department in the country. BPHC's mission is to work in partnership with communities to protect and promote the health and well-being of all Boston residents, especially those impacted by racism and systemic inequities. The commission has over 1,300 full-time employees and manages a significant budget that includes city appropriations and grants.

BPHC is seeking proposals from ERP Software Solution Providers to modernize its Enterprise Resource Planning (ERP) systems to address current HR/HCM and financial management challenges, streamline operations, and enhance service delivery.

Work Details
The RFP seeks a comprehensive ERP software solution that integrates core functions including:

1. Human Resource / Human Capital Management (HR/HCM):
- Employee lifecycle management (talent acquisition through separation).
- Payroll management.
- Benefits management, hiring & onboarding, offboarding, performance management, recruiting, talent & learning management, time & absence management, union & non-union compensation & payroll management.

2. Financial Management:
- Budgeting and forecasting.
- Procure-to-pay processes (procurement and accounts payable).
- Contract management, expense management, accounts receivable, grants management, banking, asset management, financial accounting, capital expenditures.

3. Automation capabilities for managing unique union requirements.
4. Modern user experience with mobile support and self-service applications.
5. Simplification of technology architecture by reducing third-party tools.
6. Enhanced security features such as role-based access and single sign-on capabilities.

Period of Performance
The implementation of the selected ERP solution is expected to begin in early calendar year 2026 and be completed by the end of calendar year 2027. Full deployment of all modules is targeted for July 1, 2027.

Place of Performance
The contract will be performed within the City of Boston.
