Description

DOER NOI-ENE-2026-003 Due Diligence Posting of Notice of Intent to Contract for Smart Fee Processing
Background
The Commonwealth of Massachusetts, through the Department of Energy Resources (DOER), is issuing a Notice of Intent (NOI) to accept a Best Value Offer for Smart Fee Processing. The DOER oversees energy resources and ensures compliance with state regulations. This contract aims to enhance the efficiency of fee collection related to the Solar Massachusetts Renewable Target (SMART) program, which requires independent Solar Program Administrators to manage applications and verifications for solar tariff generation units (STGUs).

Work Details
The selected contractor will provide services as the Solar Program Administrator under 225 CMR 28.15, which includes:
(a) receiving Statement of Qualification Applications;
(b) coordinating with the Department and Distribution Companies to issue Statements of Qualification to STGUs;
(c) acting as the Independent Verifier for all Non-NEPOOL Market Assets;
(d) fulfilling any other duties prescribed in a request for proposals.

The contractor will also manage fees associated with Environmental Monitor services and Mitigation Fees from STGUs, ensuring administrative efficiencies and cost savings.

Period of Performance
The contract will commence upon award and is expected to continue as long as necessary to fulfill the requirements of the SMART program, with specific timelines outlined in subsequent agreements.

Place of Performance
The services will be performed in Massachusetts, specifically involving coordination with local Electric Distribution Companies and STGUs throughout the state.

Bidder Requirements
Bidders must demonstrate their qualifications by submitting evidence that they can provide a comparable or better offer than CLEAResult Consulting, which has been serving as the SMART Program Administrator since 2018. All interested vendors must submit their responses by 5:00 PM on August 5th, 2025.
