Description

**ANNOUNCEMENT ONLY** Massachusetts Department of Environmental Protection (MassDEP) is publishing this notice of its intent to make a Best Value Grant Award in the amount of $14,000,000 to the Massachusetts Clean Energy Center (MassCEC), to continue the implementation and execution of the Accelerating Clean Transportation School Bus Program (ACT School Bus Program) in coordination with the Executive Office of Energy and Environmental Affairs (EOEEA) and the Department of Energy Resources (DOE).
Background
The Massachusetts Department of Environmental Protection (MassDEP) is issuing a Notice of Intent to award a Best Value Grant of $14,000,000 to the Massachusetts Clean Energy Center (MassCEC). This grant aims to support the continued implementation and execution of the Accelerating Clean Transportation School Bus Program (ACT School Bus Program), in collaboration with the Executive Office of Energy and Environmental Affairs (EOEEA) and the Department of Energy Resources (DOER).

The program focuses on funding the planning and deployment of electric school buses (ESBs) and related infrastructure, aligning with EPA’s Clean School Bus five-year program.

Work Details
MassCEC will administer the ACT School Bus Program, which includes:
- Staffing decisions for full-time, part-time, and contract staff.
- Management of all tasks related to the Program as per an agreed Statement of Work.
- Drafting and issuing all Program solicitations and any necessary sub-contractor Requests for Proposals (RFPs).
- Review, evaluation, and selection of awards under any solicitation or RFP.
- Drafting and executing all contracts related to the Program, including management of subcontractors.
- Tracking spending, Program performance, and defined quantitative metrics.
- Managing invoicing and administration of contracts.
- Notifying EEA and MassDEP about any modifications to the Program during its lifetime.
- Limiting administrative expenses to no more than 10% of the Program budget without prior authorization from MassDEP or EOEEA.
- Collaborating with external stakeholders for input on Program design and changes.
- Regular meetings with EEA staff for updates on Program progress at least quarterly.
- Soliciting input from EOEEA on metrics to measure success and reporting against these metrics throughout the duration of each Program.

Period of Performance
The grant will commence after the expiration period of this Notice and will continue through June 30, 2029.

Place of Performance
The contract will be performed primarily at MassCEC's office located at 294 Washington St., Suite 1150, Boston, MA 02108.
