Description

The Massachusetts Department of Conservation and Recreation (DCR) is soliciting Bidders to implement a fully developed, hosted, and maintained Software as a Service (SaaS) system/solution as described further in Appendix 1 Technical, Functional, Performance, and Interface Requirements.
Background
The Massachusetts Department of Conservation and Recreation (DCR) is seeking bidders to implement a fully developed, hosted, and maintained Software as a Service (SaaS) system/solution. DCR's mission is to promote, protect, and enhance the Commonwealth's natural, cultural, and recreational resources.

The Capital Planning and Capital Delivery (CPCD) processes are crucial for DCR's operations, providing a framework for capital improvements. Currently, DCR spends $150 million annually on capital funding but lacks a comprehensive technology platform to manage these processes effectively.

Work Details
The contract involves the implementation of a SaaS solution that will streamline DCR's CPCD process through various components:

1. Project Intake and Public Engagement - A web-based form for public project proposals integrated with ArcGIS.
2. Project Review and Prioritization - A three-step review process for scoring project proposals.
3. Design Management - Initiating design phases for approved projects with unique IDs assigned.
4. Permit Management - Cataloging and tracking all required permits for projects.
5. Construction Management - Managing construction steps including contractor procurement and payment tracking.
6. Asset Tracking and Work Order Management - Submitting work orders and tracking asset conditions.
7. Capital Spending Plan Management - Managing project budgets against spending forecasts with notifications for budget deviations.
8. User Access Management - Controlling user access levels within the system.
9. Workflow and Notification Management - Configurable workflows with notifications based on criteria set by DCR.

Period of Performance
The initial duration of the contract is two years with options for three one-year extensions, totaling five years.
