DCAMM FACILITY CONDITION ASSESSMENT RFR

Background
The Commonwealth of Massachusetts, through the Division of Capital Asset Management and Maintenance DCAMM, is seeking to pre-qualify Consultants to conduct Facility Condition Assessments (FCA’s) at a variety of State owned buildings, facilities and sites. The facilities and associated equipment to be assessed conform to a range of maintenance and repair conditions and may have received inadequate levels of maintenance over periods from only a few months to several years.
The Facility Condition Assessments will focus on various building systems and equipment, including windows, exterior closure and roofing, interior construction, elevators, HVAC equipment and controls, plumbing and fixtures, fire protection, electrical distribution and equipment, lighting, emergency power, site improvements, electronic safety and security, central utility distribution systems, accessibility, hazardous materials. Consultants will be expected to identify energy/water efficiency and resilience improvement opportunities associated with the Facilities Condition Assessments.

Work Details
The Facility Condition Assessments will focus on various building systems and equipment such as windows, exterior closure and roofing, interior construction, elevators, HVAC equipment and controls, plumbing and fixtures, fire protection, electrical distribution and equipment, lighting, emergency power, site improvements (sidewalks, ramps, parking lots), electronic safety and security (emergency generators, fire alarms), central utility distribution systems (steam, electric, water), accessibility audits (can be provided by separate consultants but data to be included in FCA analysis), hazardous materials.
The RFR is for a 'Non-Statewide/Single User Contract' which will be open for use solely by the Issuing Entity (DCAMM). It is a Rolling Enrollment Contract allowing Consultants to respond at any point during the life of the solicitation. The contract duration is three years with two options to renew for up to 2 years each. The estimated value of the contract is not guaranteed by the Commonwealth. Compensation will be based on approved responses in COMMBUYS.

Period of Performance
The initial term of each contract is three years with two options to renew for up to 2 years each for a maximum contact term of seven years. Pre-qualified firms may qualify in one or more of the Service Areas which will be contracted separately.

Place of Performance
The contract will cover various locations within Massachusetts including higher education facilities, general purpose administrative and recreational facilities, hospitals/clinics/laboratories/residential health care facilities under the Executive Office of Health and Human Services (EOHHS), public safety/correctional facilities under the Executive Office of Public Safety and Security (EOPSS), as well as courthouses under the Executive Office of the Trial Court.
