CRA HR COnsulting Services RFP

Background
The Cambridge Redevelopment Authority (CRA) is a quasi-public organization established in 1956 under Massachusetts General Law Chapter 121B. The CRA is engaged in the redevelopment and revitalization of properties throughout the City of Cambridge. The organization has grown in number of employees, and its human resource needs have evolved, prompting the need for consulting services to enhance HR initiatives and deliverables.

Work Details
The CRA is seeking proposals from qualified Human Resources Consulting Firms or Individuals to provide on-call HR consulting services. The selected consultant(s) will assist with a wide range of HR initiatives including:

- Benefits design and employee performance evaluations aligned with salary step increases.
- Legal compliance with federal, state, and local employment laws.
- Dispute resolution and conflict management strategies.
- Development and implementation of health and safety protocols compliant with OSHA regulations.
- Personnel training focused on diversity, equity, and inclusion (DEI).

Specific areas of service include:

1. Employee Development: Design evaluation systems, professional development policies, compensation packages, and retention strategies.
2. Legal Compliance: Advise on employment policies, update handbooks, ensure accurate record-keeping.
3. Strategic Advice: Provide guidance on HR matters to leadership.
4. Dispute Resolution: Mediation services, employee engagement activities, grievance support.
5. Health and Safety: Develop safety protocols for workplace compliance.
6. DEI Consultation: Identify skills gaps and develop training programs to promote inclusivity.

Period of Performance
The contract will be for a three-year term starting from the award date.

Place of Performance
Services will be performed at the Cambridge Redevelopment Authority located at 255 Main Street, 8th Floor, Cambridge, Massachusetts 02142.
